Move downloads to folder setting unable to change or turn off

I set the downloadsto be transfered to another drive when finished. Now I turned that off but the downloads still get transfered. I tried changing the path, so downloads are sent to the same drive, but still all downloads are being transfered when finished. Nothing I do changes anything. Even removing all downloads, quitting the app, rebooting an starting those downloads again, results in the same behaviour.
Bug ?

In one of your SmartFolders you have probably configured an alternative download folder for this type of files.

No sir, they are all turned off. Storage of around 50 TB is all subdivided, so 2 drives are being used, one for downloads, then an internal PCIe SSD to move everything to, so I can let handbrake convert it to h265. For filesize and faster conversion. Then I move them to their final destination.

I never turned those on.

1) Can you turn off the "Move completed downloads to folder:" (see image below)
2) Download a small file and wait until it has been downloaded and moved.
3) Open the log file using File->Open Logfile
4) Send me a copy of the log file at usenapp@xoroxsoft.com

I just reset the whole thing and started setup from scratch. Hope it sticks...

I'll report back when the problem reoccurs.
